Poison control will help give you guidance on taking care of the dangerous mixture.

Always follow the guidance of poison control. If you come across someone that you think has been exposed to a bleach and ammonia mixture they will most likely be unconscious. Get them to a ventilated area immediately, again this is preferably outdoors. In this case call 911 and stay on the line until they tell you it is okay to hang up.
